Education / Skill Development	Enrolled in school, vocational program, or active in youth ministry
Financial Need	Demonstrated limited access to digital tools
Character Reference	Endorsed by a mentor, teacher, or church leader
Commitment	Pledge to use the laptop for learning, creativity, or community
